[Metrolinx](http://www.gotransit.com/) has revisited its plans to extend [GO Transit](http://www.gotransit.com/)'s 09 **Lakeshore East** rail corridor to Bowmanville by 2024. According the regional transit agency, "One of our... goals is to find a way to get more rail service to communities beyond Oshawa as quickly as we can, and to do so with an all-day service. The original plan from a few years ago was for limited service in the morning and evening peaks only. The options we are now considering are based on operating train service throughout the day. We will work very closely with our municipal and freight partners to test which options are most advantageous, balancing both the benefits and the costs associated with each option to achieve this very important rail extension. This will include identifying how we achieve this extension as quickly as possible." Metrolinx is now examining four options, as staff update the business case for extending the line. It's hosting two public meetings to present the options: + [Tuesday, **May 21**](/archives/weblog/2019/05/18-metrolinx_.shtml#may21); and + [Wednesday, **May 22**](/archives/weblog/2019/05/18-metrolinx_.shtml#may22). Events take place in: + the [Bowmanville](/archives/weblog/2019/05/18-metrolinx_.shtml#may21) area of Clarington; and + [Oshawa](/archives/weblog/2019/05/18-metrolinx_.shtml#may22). Analyzing the options, Metrolinx says, provides perspective on costs as they relate potential benefits (the "benefit cost ratio"). The four options that they are modelling: + **Option 1**: The current, 2016 plan for the line. Trains cross Highway 401 over a new bridge east of Thickson Road. They operate along the [Canadian Pacific Railway](http://www.cpr.ca/)'s Belleville subdivision east of the bridge. All trains between Bowmanville and Union (operating express beyond Pickering) stop at the new Bowmanville, Courtice, Ritson Road and Thornton's Corners GO stations on the extension. Electrified GO services would extend only as far east as Thornton's Corners. GO rail operations at Oshawa GO Station would end. + **Option 2**: Extending through Oshawa GO Station, crossing Highway 401 over the current bridge for CP's General Motors spur line and then connecting to CP's Belleville Subdivision. Trains between Bowmanville and Union would stop at Bowmanville, Courtice, Ritson Road and Oshawa stations and operate express between Pickering and Union Station. Electrified GO services would extend only as far east as Oshawa Station. + **Option 3**: GO rail services to Bowmanville along the [Canadian National Railway](http://www.cn.ca/)'s Kingston Subdivision. Trains between Bowmanville and Union operate along a direct connection to CN's corridor east of Oshawa GO Station. Extension service would stop at new stations at Energy Drive near Waverly Road in Bowmanville and Ritson Road South in Oshawa. Electrified GO services would extend only as far east as Oshawa Station. + **Option 4**: GO rail services along CN's Kingston Subdivision, eventually crossing Highway 401 to connect to CP's Belleville subdivision near Colonel Sam Drive in Oshawa. Trains between Bowmanville and Union would stop at new station sites at Courtice and Bowmanville GO Stations on CP's subdivision and Ritson Road South in Oshawa. They would operate express between Pickering and Union Station. Electrified GO services would extend only as far east as Oshawa Station. #####**The current plan** The [City of Oshawa](http://www.oshawa.ca/), the [Municipality of Clarington](http://www.clarington.net/) and the [Region of Durham](http://www.durham.ca/) all endorse a plan to extend service to Bowmanville, believing that it will increase population growth and intensify the area. The project, which Metrolinx has scheduled to complete by 2024, aligns with Oshawa's integrated transportation and active transportation master plans with the two proposed stations supporting Oshawa's ongoing efforts to revitalize its downtown and improve transportation to Oshawa's three post-secondary institutions - Durham College, Ontario Tech University and Trent University Durham. According to the City of Oshawa, the project is key to unlocking economic growth and development in Oshawa and Durham Region, bring as many as 21,000 jobs. Construction, originally expected to start this fall, will include: + two new GO stations in Clarington -- at Courtice Road in Courtice and Martin Road in Bowmanville; + two new GO stations in Oshawa -- Thornton's Corners north of Highway 401 on Thornton Road South and south of downtown between Ritson Road South and Simcoe Street South; + 20-kilometre extension of the GO line from Oshawa to Bowmanville + one new layover facility Extending the Lakeshore East GO rail corridor through central Oshawa to Bowmanville is an important project for all of Durham Region, the City says, including both public and private sectors, and for municipalities to the east. A partnership with the Municipality of Clarington, the City of Oshawa, the Durham Learning and Business District ([dLAB](http://dlab.ws/) - a partnership of [Durham College](http://www.durhamcollege.ca/), [Ontario Tech University](http://www.uoit.ca/), [Trent University Durham,](http://www.trentu.ca/durham/) River Oaks Group and Halloway Developments), the Region of Durham, the [Municipality of Port Hope](http://www.porthope.ca/), the [Town of Cobourg](http://www.cobourg.ca/) and the [County of Northumberland](http://www.northumberlandcounty.ca/en/) is advocating the government of Ontario to fund the project. Other stakeholders that support this project include the [Clarington Board of Trade](http://www.cbot.ca/), [Greater Oshawa Chamber of Commerce](https://www.oshawachamber.com/), [Durham Region Homebuilders Association](http://drhba.com/), [Durham Youth Council](https://www.facebook.com/DurhamYC/) and the [Agricultural Advisory Committee of Clarington](http://www.clarington.net/en/town-hall/agricultural-advisory-committee-of-clarington.asp). The two local municipalities have extensively planned for stations on the sites that the current proposal has identified -- creating the **opportunities for "transit-oriented development"** that the government says it wants to encourage. Oshawa says it's the only urban growth centre in the Greater Toronto and Hamilton area that does not have rapid transit or GO station serving a residential or commercial neighbourhood or within walking distance of its downtown. Meanwhile, growing momentum in the development community around downtown Oshawa has already resulted from the original Metrolinx plan for a **central Oshawa station**. The potential for a new station has attracted projects that may result in 5,250 more residents in the area -- increasing downtown Oshawa's population by 35 per cent. A central Oshawa GO Station near Ritson Road would act as **a southerly anchor for [Durham Region Transit](http://www.durhamregiontransit.com/)'s proposed Simcoe PULSE bus rapid transit line**, which would create Oshawa's first north-south higher-order transit corridor. Since many Ontario Tech University / Durham College / Trent University Durham students live outside Oshawa and drive to school, the central Oshawa GO Station and Simcoe PULSE line, would encourage them to choose transit as a viable, more affordable option and eliminating more cars from local streets. A **Thornton's Corners GO Station** would be walkable to Durham College's Whitby campus, Trent University Durham, the Oshawa Centre, Smart Centres Oshawa South and the Civic Recreation Complex and Fields. It also offers access to the **future [dLAB](http://dlab.ws/)** (Durham Learning and Business District), a new focal point of business and economic activity for the region. With planned private investments totalling more than $200 million, dLAB will have a direct, substantial and lasting economic impact on Durham Region -- but development the site depends on its location near the future station. In dLAB West alone, current plans envision the construction of 10 to 12 new buildings. The City claims that **the current Oshawa GO Station is in the wrong spot to create residential or commercial growth**. It isn't walkable to any land zoned for residential growth. It has no surrounding sites with the size or zoning to accommodate any large scale commercial projects. And, it's in an industrial area. Even if it had the proper zoning and site size, it is not an attractive area for potential buyers / commercial tenants. In Clarington, the municipality has been working with a consultant to develop a high-level vision for the two transportation hubs around the future Courtice and Bowmanville GO Stations. It wants to make sure that it can adequately plan development around the proposed GO stations, so these stations are more than just train stations, they also become destinations. * * * #####Tuesday, **May 21** Garnet B. The [TTC](http://www.ttc.ca/) is closing Line 3 **Scarborough** all day Saturday, **May 18**, Sunday, **May 19** and **Victoria Day**, Monday, **May 20**. Shuttle buses operate on nearby streets to replace the rapid transit line. The buses **stop near all stations** along the line **between McCowan and Kennedy Stations**. Buses operate along Progress and Midland Avenues and Eglinton Avenue East, stopping on Midland at Ellesmere Road for passengers travelling to and from Ellesmere Station and on Midland at Lawrence Avenue East for Lawrence East Station. **McCowan, Ellesmere and Midland stations are closed** this weekend. You may buy fares at Scarborough Centre, Lawrence East and Kennedy stations. **[Wheel-Trans](http://www.ttc.ca/WheelTrans/index.jsp) buses** operate **between Scarborough Centre and Kennedy stations**. Ask any TTC staff member for Wheel-Trans accessible service. While the line is closed, TTC crews are maintaining the tracks and signals on the line. The TTC continues its program of rehabilitating Line 3 tracks and vehicles to provide a more reliable and comfortable service over the next 10 years. It will close the line when it extends Line 2 **Bloor - Danforth** to Scarborough Centre. The TTC plans to close Line 3 at least once more this year: + Saturday, **June 22** and Sunday, **June 23**. Line 3 opened March 24, 1986, so the tracks, stations and vehicles are now more than 33 years old. Last week, [TTC](http://www.ttc.ca/) track crews identified a short section of broken rail + on **King Street West** near Stanley Terrace. They made emergency, temporary repairs Friday, **May 10**. To ensure safety and maintain reliable streetcar service, track staff have scheduled a permanent rail repair for this area. Starting 9 a.m. Tuesday, **May 14**, track crews occupy the streetcar allowance to complete the repairs. They work only in the track area, to + break and remove concrete to expose a short section of broken rail; + replace the old rail with new rail; and + place new concrete. From 8 p.m. Tuesday until 6 a.m. Wednesday, **May 15**, the TTC is detouring streetcars around the work zone along these routes, while the crews replace the rail: + [304](/archives/weblog/2019/05/13-king_west_.shtml#t304) **King** overnight; + [504A](/archives/weblog/2019/05/13-king_west_.shtml#t504a) **King** (Dundas West Station - Distillery Loop); and + [504B](/archives/weblog/2019/05/13-king_west_.shtml#t504b) **King** (Dufferin Gate Loop - Broadview Station). **[Shuttle buses](/archives/weblog/2019/05/13-king_west_.shtml#t304504bsh)** replace the cars between Shaw Street and Spadina Avenue. They'll place concrete in the track area and set it to cure overnight.
