With inflation running high, the Bank of England increased its base rate to 1.25% in June, with another 0.5 percentage point rise forecast before the end of 2022 and potential for a further 0.25 percentage point rise in 2023. The typical margin between mortgage rates and the bank rate (1.5 percentage points over the last year) suggests the average new lending mortgage rates will be over 3% by the end of 2022. Our outlook scenario for house prices is of a market slowdown and mild price falls. Lower transaction volumes but better than suggested by recent low mortgage approvals data. Tim Bannister, Rightmove’s director of property science, said: “The interest rate brakes being applied more strongly to slow the economy are now beginning to bite in the housing market”. The number of sales agreed in June is 12% behind 2019’s more normal market level. Transactions in Cardiff are 21% lower than last year which is a large drop in current supply. The property market is busy, with the start of 2022 seeing no slowdown in sales activity. Nearly 107,000 sales were recorded in January. Except for 2021, this is the strongest start to a year since 2007 and up 10% on the January average (2012–2021). Demand continues to outpace supply, sustaining pressure on prices. Rightmove report the biggest monthly jump in the asking price of newly- listed property since 1994.
