I would be surprised if they work for inward non-Thai passports. That would mean a level of connection on the Thai Immigration system which ties original visa data, together with current extension data - it ain't 'gunna happen. For example, how do they check that someone on an O-A extension has the required health insurance? Off course it works for non-Thais.
