On December 21st, 1988, in rural Ware County, Georgia, investigators were called to a disturbing scene. Down a dirt road, in a dusty turn around utilized as a makeshift, illegal dump, a truck driver found the remains of an unidentified child. The child, a black female, had been wrapped in a blanket, placed inside a duffle bag and covered over with concrete.
