On May 23, 1989, Jeff was sentenced to 1 year in the House of Correction and 5 years' probation. His sentence allowed him to keep his job, by the way he was also register as a sex offender. When he was free after his sentence he went back to his  grandmother's house in West Allis. On April 23, 1988, Jeff lured another teenager to his house. This teenager was given a drugged coffee from Jeff. Soon after this teenager got a coffee from Jeff, Jeff's grandmother call saing "Is that you, Jeff?" Jeff replieed to her with something which made her believe that he was not alone. After he had killed his first victim Steven Tuomi. Jeff began actively seek his next victims, most of them were in the gay bars or close to them. When he found his victims he normally lured them into his grandmother's home. In this house, Jeff drugged them not so long after or sometimes before haveing sexual activity with them. In August 1986, Jeff was again arrested but this time because of masturbating in front of two 12-year-old boys.This event took place close to the Kinnickinnic River. This time also he was charged with indecent exposure, however he claimed that he was just urinating, unaware that there were witnesses. This case was changed to disorderly conduct and on March 10, 1987, he was sentenced to 1 year's probation with additional instructions. Shortly after Jeff got his new job, an event happened in the West Allis Public Library.This event was that a man give him a proposition while he was reading something. This man threw to Jeff a note offering to perform fellatio upon him.  Jeff didn't respond to this proposition. Because of his alcohol abuse, he was deemed unsuitable for military service in March 1981. And also later he was discharged from the Army. He received some kind of honorable discharge, becuase of no one believe that any problems Jeff had in the Army would be applicable to his civilian life. 6 weeks after Jeff killed his first victim Steven Hicks, his father and his father's fiancée come to Jeff's home. When his father come back he of course discovered that Jeff was living alone at this house and that his mother with his younger brother left him. Jeff killed his first victim in the summer of 1978, when he was just 18 years old. He killed just 3 weeks after he had his graduation. At the time of this murder, he lived alone in his family home. Because as I told you before, his mother left with his younger brother and his father moved to a motel after he and Jeff's mother divorced.
