Do we have a prima facie obligation to obey the law?

United Nations Office for the Coordination of Humanitarian Affairs (UOCH) indicates that, since 2008, there has been 6407 Palestinian fatalities and 152, 560 Palestinian injuries. Conversely, Israeli fatalities for the same period number 308 with 6,307 Israeli injuries.
