PARKS WITHIN THE CITY OF KINGSTON Where dogs are allowed off lead (with restrictions). If you don't see the park that you want to go to - it means that dogs are not allowed OFF lead there at all. UPDATED: 21 July 2021 There seems to be this thought process amongst the general public that, if they find a dog, their main objective is to help the owner not get a fine. No. The main objective is to get the dog back to its owner as soon as possible. Safely. Not the next day. As soon as possible. How do you do this when the dog may not have any identification on them?
