A few steps are required to convert a modern site to a Hub Site. First download last version of SharePoint Online Management Shell from that link: https://www.microsoft.com/fr-fr/download/details.aspx?id=35588 Secondly connect to user tenant using the Admin SharePoint tenant url as shown below, add use the command: Connect-SPOService.
