So, I'm around the SE corner of Kansas, and while the local news says my area will be relatively fine (rain, rumbles of thunder), the NWS says there is still a risk of Tornadoes.
Is the NWS outlook outdated? Or do I need to stay awake in case of a Tornado?

Does anyone know some locations around the world that have slightly warm rain but it isn't torrential and more of a consistent comfortable drizzle throughout the year?
Also, what is the science behind those areas?
(Warm being consistently over 60, unless that disqualifies everything XD)
Edit: also interested in extremely consistent rain, like y=1 line
