Our condo is a mandatory FEMA flood insurance zone, the main floor units were damaged in the flood. The hoa board was replaced by majority main floor units. HOA as it has a "duty to repair and replace items that they insure" etc. but our understanding is that the ability to levy for a shortfall is limited to original value items owned by the condo hoa and they get any insurance proceeds for individual owner items and improvements, HOA not liable for upgrades.
