The 1000-Hour Cosmetology & 1000-Hour Barbering Programs The rumors are true. California’s education hour requirement for Cosmetology licensing has been reduced from 1600 hours to 1000 hours and Barbering licensing from 1500 hours to 1000 hours.  The new rule was created by California Senate Bill (SB) 803, which was signed by the Governor on October 7, 2021 and went into effect on January 1, 2022.
