Indy Star-USA TODAY Sports Tobin previously worked with the Bengals and is the father of Duke Tobin. The Bengals have announced that former player personnel executive Bill Tobin has passed away at the age of 83. Tobin joined the Bengals as a scouting consultant in 2003 and worked in the team’s player personnel department through 2022.
