The City of Delaware has appointed Captain Adam Moore as the city’s first black chief of police. City Manager Tom Homan made the appointment, effective September 13, and swore in Moore at City Hall. Despite appearing Caucasian, Moore is African American and can trace his family roots back to slavery. His great-great-great grandfather was one of the first conductors on the underground railroad.
