Dear Friends of the Human Trafficking Center, After almost 20 years on the University of Denver (DU) campus, the Korbel School has decided to close the Human Trafficking Center (HTC) at the end of June 2021. Founded in 2002 by Professor Claude d’Estrée, HTC started its work as the Task Force on Forced Labor and Human Trafficking at the Sturm College of Law. In 2004, Prof. d’Estrée moved to the Graduate School of International Studies (now the Josef Korbel School of International Studies) and the program became the Human Trafficking Center. Later, Professor Oliver Kaplan joined HTC as Associ ..read more

By: Aryaa Regmi, Research Associate Wage theft is the act of depriving an individual of entitled monetary compensation based on relevant laws regardless of formal or informal contracts, one of the most common forms of labor exploitation. Individuals, especially low-wage minority workers’ are coerced into working for inadequate compensation through forms of wage theft, including non-payment of wages, underpayment, and failure to pay overtime or other benefits. Runaway and homeless youth, people who identify as LGBTQI+, members of the disabled community, and people experiencing homelessness are ..read more

By: Zoi Johns, Outreach Associate In this day and age, the narrative around immigrants living in the U.S. may seem well intentioned: “to protect national sovereignty,” “to conserve cultural identity,” or another politicized, weak justification. These things sound really good in theory, but in reality, this rhetoric is racist. It seems as though “land of the free” rings true only for those privileged enough to take it for granted. The pressures of capitalism adversely affect migrant agricultural workers, who make up approximately 73% of the agricultural workforce. Migrant farmworkers are explo ..read more

By Olivia Dudley, Co-Deputy Director  Roma, or Romani peoples, are a traditionally nomadic ethnic group that are predominantly located in Europe, with significant diaspora populations in the Americas. ‘Roma’ is an umbrella-term that encompasses numerous and diverse groups, including ‘Traveller’ populations such as gens du voyage, Gypsies, and Camminanti. The European Union estimates that there are 10 to 12 million Roma living in Europe (6 million in the EU), making the Roma the largest minority in Europe. Despite their association with nomadic lifestyles, approximately 95 percent of Roma ..read more

Carceral Approaches to Anti-Trafficking Aren’t Working
Human Trafficking Center - Seek Knowledge, Secure Freedom

By Justine May, Research Associate As a global problem, trafficking-in-persons poses a threat to human security. Global and domestic inequalities place the most vulnerable of populations at risk of being trafficked. In the United States and many other countries, approaches to anti-trafficking policy have been carceral in nature,  prioritizing punishment over prevention and rehabilitation, and fail to recognize social and economic vulnerabilities to trafficking. In theory, harsher criminal and economic policies should deter potential traffickers; however, the singular focus on prosecution ..read more

From Survival to Society: Empowering Rehabilitation and Reintegration

By Leah Perz, Research Associate The Trafficking Victims Protection Act of 2000 (TVPA) is foundational in the United States’ efforts to combat human trafficking. The implementation and enforcement of this bill follows the 3P paradigm, Prosecution, Protection, and Prevention, primarily targeting the ability and action of individuals combatting human trafficking. However, well-developed strategies and funding for rehabilitation and reintegration remain absent. The TVPA must refocus on a survivor-centered approach to human trafficking deterrence and response. The Need for a Survivor-Centered Fra ..read more

By Chelsea Dillane, Project Manager Domestic work in America is a large industry in which women are systematically exploited. Many domestic workers experience exploitation and wage theft repeatedly and are often primary and/or secondary victims of wage theft. Further, domestic workers are often unprotected by the legal system, as the disregard for the rights of domestic workers and for their industry’s labor laws mostly remains hidden and ignored. Project Background This research, conducted by five graduate students under Dr. Galemba as part of the Just Wages Project at the University of Denv ..read more

The Complex Nature of Law Enforcement and Commercial Sexual Exploitation in Native American Communities
Human Trafficking Center - Seek Knowledge, Secure Freedom

By Gerrit Grande, Project Manager How can the United States claim to lead the global charge against human trafficking when it ignores the gaping wound in its own backyard? The United States is a global leader in the world’s anti-trafficking movement and yet is doing relatively little to address communities at risk within its own borders. Native American women and girls are highly vulnerable to commercial sexual exploitation; in fact, this country’s indigenous population is subjected to the horrors of sex trafficking at a disproportionately high rate.   Vulne ..read more

By Siobhan Standaert, Director of Research The expansion of globalization over the past century has resulted in benefits to international economy and trade while ignoring the real consequences to many vulnerable and underrepresented populations. Multinational corporations that are located around the globe now have an economic advantage to fractured supply chains: cheap labor. The necessary trade-offs for cheap labor result in poor workplace conditions, coercive recruitment of workers, and a lack of workers’ rights and protections. The absence of these measures leaves many minority populations ..read more
