Why does Jakarta have a high population density, Yet has very low transit usage of around only 10%

According to online sources. Jakarta has a population density of around 10-18,000 per sq. Km. With peak densities of around 40,000 per sq. Km. Which is comparable to other high density cities. Yet it's public transit is quite on the low side. With around 15% mode share (Edit: incorrect number in title). Why is it so low compared to other cities. I’ve been a geologist in a small environmental consulting firm for 4 years now (making 64k) but got a job offer (for 93k) for an environmental planning position for a large firm which I accepted. Tbh, I love my current company right now and had plans to become a hydrogeologist but I couldn’t say no to this new job offer and a new career path to try. Some days I feel like I’m making a grave mistake bc it’s the “next shiny thing”, but other days I’m like I need the money. I am trying to research actionable solutions (either proposed, theoretical, or proven use-cases) for handling the problem of storage facilities.
