Why many video have part with volume too small (I have to put 80% volume in order to hear), next 5 minutes and volume too loud (move down to 30% volume to hear)?

I mean seriously! Why DID he leave it unfinished? This is something I've pondered for years, and still couldn't find an absolute answer. I mean, was it laziness? Was it apathy? Did something happen that prevented him from finishing it? Did he not like how the first two movements were and decided to scrap it? Like what happened?!

As the title says, I am going to Austria and I am a big fan of the legend. All the concerts I find are never Strauss specific. For example it’s always like Mozart and two or three Strauss pieces at the end. Any advice is appreciated.
