I've been thinking about this question for a while and I have to say that I'm not sure I've come up with any hard-and-fast rules to follow. I design, draft, and sew my own patterns, and I'm currently trying to figure out how to make work-appropriate pants that are neither too formal nor too casual. Noticed that quite a few posters and comments, particularly from the U.S., tend to be quite down on wearing hosiery as part of smarter office wear. In the UK and the rest of Europe, if you are wearing a smarter skirt or dress in the office, or a skirt suit etc, its very common and perhaps considered more appropriate to wear (smarter) tights or stockings rather than go bare-legged - unless its a hot day.
