CHULA VISTA. Just a few hours before National Librarian’s Day, the library in Otay Ranch opened in its new location, with larger facilities and more spaces for the student community. Chula Vista Police Department confirms the passing of CVPD assistant police chief Phil Collum due to his battle with cancer.  The assistant police chief started his career in law enforcement with the Chula Vista Police Department in 1994. 16-year-old Thomas Ryder Shoup has been identified as one of the two victims in last week’s car crash on I-5 South near Palomar Street.  The Chula Vista car crash was a wrong-way incident when the 16-year-old teen was driving Southbound on the interstate before colliding with a 67-year-old woman who was wrong-way driving Northbound near Palomar Street.
