You cannot quite get all seven layers cut from one 12" X 12" X 1/4" thick plywood but two sheets will get it all. The wheels call for 1/2" thick wood but you can use 1/4 also if that is what you have available. Use 1/4" wooden dowels for the axles. There are parts that can be stack cut. The pattern calls for the rings to be 1/4" thick but use thicker wood for a deeper basket.  The hot air balloon scene has four layers. It will be a fairly easy pattern to cut.
