On 25 August 2022, the White House unveiled a new policy to end the paywalls surrounding federally funded scientific research in the United States. The Office of Science and Technology Policy announced ground-breaking new guidance to remove any “delay or barrier between the American public and the returns on their investments in research.” When implemented, it will make the results of taxpayer-supported research immediately available to the public at no cost. On 10 June 2022, the Council of the European Union reached its conclusions on the implementation of Open Science and research assessment, after wide consultation. Amongst other things, it called on the EU Commission to work on an improved regulatory framework for unimpeded access to, and reuse of, publicly funded research. It stressed the importance of transparency in services and fees. It explicitly supported rights retention for researchers.
