The rule of law scored a victory yesterday when a proposition to amend the equal rights provision of the state Constitution got knocked off this fall’s general election ballot.  A Livingston County Supreme Court judge in Byrnes v. The Senate of the State of New York concluded the Legislature violated the Constitution in passing the resolution proposing the amendment and ruled the proposition invalid.  Rule of law is a term that’s often used and seldom explained. MTA Payroll Jumps 9 Percent As Overtime Goes Off the Rails Again

The Metropolitan Transportation Authority (MTA)’s payroll jumped $663 million, or 9 percent, last year to its highest-ever level as overtime spending ticked up to a new record and subsidiaries dished out $261 million in retroactive pay, according to data posted today on SeeThroughNY, the Empire Center’s government transparency website. Some New York legislators took a victory lap last week after they passed a budget bill with language aimed at addressing a rash of illegal squatting in the Empire State. Public elementary and secondary school spending in New York hit a new record high of $29,873 per pupil in 2021-22, according to the Census Bureau’s latest annual school finance data—inching closer to fully twice the national average of $15,633 amid a significant post-pandemic decline in pupil performance. Inflated by a massive increase in state “foundation aid,” New York’s preK-12 per-pupil spending was up $3,302, or 12.4 percent, which was the biggest increase of any state in dollar terms.
