As per the recent Travel Protocol Released by the Government of Nepal:
On-Arrival Visa Service and No Quarantine rule applies only to the Fully Vaccinated Travelers.
Those not fully Vaccinated must obtain Visa before departure from the nearest Nepal Mission and must Quarantine for 10 days after arrival in Nepal.

While much of the Himalayas cannot be trekked in the wet season, much of the Annapurna Circuit actually sits within a rain shadow.
