On January 22, 2024, Heliae Development, LLC, was awarded a USDA Fertilizer Production Expansion Program (FPEP) grant in the amount of $2,257,469. This grant was one of 42 awards for independent business owners to help them modernize equipment, adopt new technologies, build production plants and more. This funding helps boost domestic fertilizer production, strengthen competition and lower costs for U.S. farmers. The Finance Advisory Committee (FAC) met earlier this month and updated state revenue projections. FAC reported that revenues had improved marginally since the January FAC meeting, and as a result, the shortfall has declined to about $(1.3) B over FYs 2024 and 2025. If the legislature opts to continue $369 M of traditional “ongoing one-time” spending, that shortfall number increases to $(1.8) B. Forecasts still show shortfalls through FY 2027. The Greater Phoenix Chamber’s Board approved support for three measures that will be on the General Election ballot this November: Connect Maricopa (Prop 479) would extend the current one-half cent sales tax in Maricopa County that provides funding for transportation and infrastructure. Maricopa County Community College District Aggregate Expenditure Limitation is currently based on FY 1979-80 expenses. If approved by Maricopa County voters, this funding formula would be adjusted for FY 2023-24 expenses. The last week for bills to be heard in committee have concluded, and budget discussions are commencing. The Chamber’s Public Affairs team has been focusing on renewing Prop 123 and getting a balanced budget passed by the legislature and signed by the Governor by the June 30th The Chamber’s Issue Committee meetings continue with an update from the U.S. Chamber and a representative explaining Prop 123. These discussions will continue into the summer to stay apprised of the Chamber’s focus issues.
