do both teams suppose to use the exact same ball for penalty shootouts (if the ball is not damaged and can be retrieved).

Incident -
Injured player for Team A and a free kick. Physio comes on player goes off. Some of Team B players stand at the side of pitch to get a drink 2-4 players max.
We are ready to go Team A put ball down I blow whistle and off we go, I then notice the 2-4 players still at the side of the pitch. Ball goes through and team A score.
Manager at end said that he has never in 20 years of football seen a referee do that and not let the players get back in before the free kick was taken...

I'm going for 5-4 promotion next season. I will still be refereeing at step 7 fixtures and club AR and occasionally NAR. Currently, I have very cheap AR flags. Should I now invest in a better set of flags? I have a cup final coming up in a few weeks. Would you recommend investing in a pair of touchline flags priced at £50, or do you have another suggestions? Or Should I stick with my cheap pair ..read more

I may have missed it or misinterpreted in the past but how many people are allowed to stand in the technical area at any given time?
I see this extract from Law 1. It says 'only one person at a time is authorised to convey tactical instructions' but does that mean more than one person can be standing if they're not giving instructions?
On the TV you only ever see one but I'm interested in whether that's written down somewhere.

So had a mass con, it turned into just two cautions.
But an official from the away bench was massively trying to fuel the flames and trying his best to get someone sent off, so I gave him a caution for dissent.
He then from the bench said he was a supporter and not a named official so he isn't giving me a name.
Fair enough, gave it to the manager.

Hi all, hoping someone could point me in the right direction to the correct ruling for the following decision. Referee awards indirect free kick on centre line and points in favour of team A.
