I am having trouble controlling suspected mint rust and I want to try something safer before using anything drastic. It's still pretty mild and I've been taking off leaves that I notice are infected, but the new growth is staring to get infected too. right now I have three or four stalks on all the plants and I'm thinking of spraying the entire plant with a safe fungicide, cutting a single stalk off every week or two, and repeat. Unable to germinate Indian bitter-melon/gourd seeds, any suggestions outside the norm?

I have tried multiple seed suppliers and prepped them for germination in every way possible: 1. Soak them overnight 2. Clipped the ends 3. Not clipped the ends 4. Paper towels method 5. Paper towel method wrapped in plastic bag 6. Direct sow in seed tray (clipper and not clipped) 7. Tried heat pad and no heat pad None of them germinate, and I have never had this issue with any commodity I have grown. I have watched and tried every method and mimicked every video with no success.
