When do you know it worked and when it has failed?

What's the minimum amount of money you could spend for you to say you actually did marketing people say volume matters and you need at least a week to know if it worked or not. So assuming you choose what platform you’d market into, what are the metrics or parameters in which you know it was a success? (I’m a complete newbie on this by the way, so I only know the part when people say “I spent “x” in marketing and got “y” in sales) which the sales is higher than the amount used on marketing. I'm the HoM at quite a typical start up. We move extremely fast and lots of people want to contribute ideas. The problem is that these ideas come in the form of emails, Slack messages, meetings, WhatsApp messages. They also go out to anyone on the team, be it me, the content lead, digital marketing. Things can get messy pretty quick, so I was wondering if anyone had any guidance into dealing with work requests? We are a Law Firm in a highly saturated market. For a while our LSA ranking was top 5 in the Personal Injury service area and number 1 in labor law. This has since changed for the person injury service area, our ads do not even rank. But they sure rank high for Labor Law! We have many more google reviews than people that rank top 5. We have the badge that we reply within minutes. We do not miss calls or messages. We answer the phone before the second ring. Massive weekly budget set.
