According to Adam Schefter, the Bills are signing WR Quintez Cephus to a contract.  He was recently reinstated by the NFL after being suspended for a year for violating the gambling policy. According to Mike Garafolo, former Bengals WR John Ross is trying out with the Eagles at their rookie minicamp.  He tried to make it with the Chiefs last summer but wasn’t able to crack the roster and ended up on the retired list.  Ross, 28, is a former first-round pick of the Bengals back in 2017. According to Tom Pelissero, the Steelers are signing UCF UDFA QB John Rhys Plumlee following the draft on Saturday.  Plumlee, 23, began his career at Ole Miss before transferring to Central Florida.  In three seasons with the Rebels and two with the Knights, Plumlee appeared in 52 games and made 31 starts. He posted a record of 15-16 as a starter and completed 464 of his 760 pass attempts (61.1 percent) to go along with 5,838 yards, 34 touchdowns, and 19 interceptions. According to Bleacher Report’s Jordan Schultz, the Bears are signing Illinois DT Keith Randolph as an UDFA. Randolph, 22, was a three-star recruit out of Illinois in 2019 and committed to Illinois. He made his first start in 2021 and started 22 of 23 games in 2022 and 2023 while earning Honorable Mention All-Big Ten in 2023. In total, Randolph recorded 159 total tackles, 23 tackles for loss, 10 sacks, one forced fumble, six passes defended and two interceptions. According to Tom Pelissero, the Dolphins are signing UDFA QB Gavin Hardison out of Texas-El Paso. Hardison, 23, had his final college season cut short when he underwent Tommy John surgery on his throwing elbow. He began his career at New Mexico Military Institute before transferring to UTEP. In five seasons at UTEP, Hardison appeared in 37 games and completed 570 of his 1,061 passes (53.7 percent) for 7,963 yards to go along with 40 touchdowns and 33 interceptions. According to Jordan Schultz, the Eagles are signing UDFA RB Kendall Milton out of Georgia.  Milton, 22, was a two-time National Champion with Georgia in 2021 and 2022. During his four years with the Bulldogs, Milton appeared in 41 games and rushed 297 times for 1,839 yards (6.2 YPC) and 23 touchdowns.
