Abstract Grounded in the quiet weather communication typology, we conducted two between-subjects experiments comparing humanising to organisational voice messages in predicting disaster organisation-public relationships, publics' message passing intentions, and publics' community resilience perceptions in the U.S. tornado context. Abstract The goal of this study is to present a thorough analysis of the ways that organisational culture (OC) and risk assessment competencies of leaders affect the creation of strategic frameworks, especially about high-quality crisis decision-making.
