Recommendations for towns commutable to Manchester?

My partner and I are looking at moving to Manchester, with the idea of settling down and starting a family. We would be looking at spending around 250k on a 2-3 bedroom house and would like this to be in a safe and pleasant area that is commutable (under 30 mins?) to central Manchester. Ideally a town with its own identity, restaurants and shops etc rather than a "rural" location. Any recommendations would be much appreciated as we are totally new to the area, any places to definitely avoid would also be really helpful. Does anybody have any idea where I could find Congolese food in Manchester (Ntaba, Kwanga, Fumbwa etc)? Since Congo Kitchen closed down there has been none at all.
