Not villains that are pure evil like the Joker, but villans more money focused like deatstrhroke, Bane, Deadshot, Shark King, Lex Luthor and others. There Somes stories that this villains help superheroes, like stories when the wolrd is in danger or apocalipse scenarios, not because this villains care about the civillians lifes but because they business are in danger too. I’ve just finished season 1 of JL cartoon, and Batman sets up the team to be covert ops. But with all their skills and capabilities, not once do they manage to avoid detection or complete any (even simple) mission in any covert way. In Young Justice, Zatanna made a plan to switch the helmet of Fate between hosts for a week to make sure Doctor Fate could still protect the world, and that the host would still have a life.
