Cue tip installation tool

I bought a cue tip installation tool off Amazon so I can finally put my new one on, but what was sent seems a bit off with the shaper plate being misaligned, along with the tip file having what seems to be hardened glue between the plate and tool itself. This will be my first time putting on a tip, can this affect the final outcome? Or should I return it and get another one? Am I overthinking?
