On 6th February, the Commission published its Communication on a 2040 Climate Target, recommending a 90% reduction in EU’s net greenhouse gas emissions compared to 1990 levels. A detailed Impact Assessment Report accompanies the Communication. The Commission’s position and recommended target for 2040 was based on the advice of the European Scientific Advisory Board on Climate Change, which however recommended a reduction target in the range of 90-95%. The EU’s carbon emissions in Q2 2023 amounted to 815,58 mtCO2e, a 5.3% decrease compared to the previous Q2. While this is a positive development, it is important to remember that this is still a significant amount of carbon emissions for a single quarter. Reducing carbon emissions is challenging, especially when it comes to heat, because it needs to be generated close to where it’s used.
