What is the "worst" murderer? Surely, that is a subjective question. It will differ from person to person on what they consider to be the worst. In order to measure how "bad" the serial killer is or was-I have created an index for you to measure the seriousness of their actions and behaviour. I have called it the "World's Worst Murder Index".
