Horizontal black lines popping up on my screen?

So far I'm only having this issue in Helldivers 2. RTX 4070 latest drivers, no temp issues, even purged the shader cache. Basically everything seems to run fine but maybe 1-2 times per match (that I notice) I get these horizontal black lines pop up. Usually only for a frame or 2 at a time. It's not a major issue but I don't understand what it is and it's quite distracting sometimes. Usually only covers part of the screen, never reaches the whole way across it. GTX 1070 Ti - TDP Issues - Always Power Throttling

I have an ASUS Strix GTX 1070 Ti. The card always shows a TDP of over 200% which causes the GPU clock to throttle down to 139MHz and Memory Clock to 405MHz. I have tried using the card in 3 separate PC's, tried various NVidia Firmwares, and have tried to reflash the card using ASUS's latest vBios for the card. I have just purchased a PNY 4080 Super XLR8 and the power limit is fixed to 320. I have seen some information online about flashing another card's bios on to your card to make it work. I guess my concern is I have always been leery about flashing a bios because it can brick the card, especially a bios that is not for the card. Has this changed? I'm asking about the graphics card; There must be at least 40-50mV between min soc voltage and maximum memory vddcı. Could this be true? So I mean this. Is it necessary for there to be no more than 50mV difference between the soc voltage passing through the graphics card and the voltage coming to the graphics card's memory (vram) via the motherboard?
