The crux of the problem: which partition scheme you select determines whether the SD HC card will be bootable by a Raspberry Pi Zero 2 W. You cannot assume that because the card is bootable in a Raspberry Pi 4B, that it will also boot in the Raspberry Pi 2 W. Good news. Gentoo was the first 64bit Pi OS that worked well, thanks to Sakaki. This will make it a bit easier for us plebs. But 20GB is not much these days. I wonder if there are binary packages for Raspberry Pi 4/5. The way Gentoo's USE flags work mean Gentoo repository would ideally need to have more packages than atoms in the known universe to always allow downloading binary packages for only different configurations of USE flags but for at least amd64 there are few common versions of "stable" packages for few different system configurations and if user has different USE flags they need to either change them back, ignore and install binary package anyways or build from sources. I had indicated I would update this topic with an analysis. Unfortunately, I'm finding the documentation and variety of platforms to be overwhelming to be able to accurately analyze why the differences and where the differences are documented. I used Linux's "script" to preserve the builds of the SD HC, one using procedures outlined in the Gentoo Wiki referenced above, and the other using a very helpful guide. Interim Update: I determined the problem: It's about how you configure the partitions and you have to make the boot partition "bootable". The Gentoo Guide I referred to will not work for cards destined for a Pi Zero 2 W. I copied over my three partitions: 1) boot, 2) home, and 3) / to a 32GB SansDisk that has worked with other images (generated by the GenPi64 project) and the new card has the same problems: on a Rpi4, it works, on a Pi Zero 2 W, it does not. Yes, software decoding on Pi 5 is better. The issue was that, by default, hardware decoding was attempted with both h264 or VP9 codecs. Playback it's OK with mpv, also. What I still find strange is: same video VP9 1080@60 play smooth at HD - 1920x1080 resolution, few frame drops at 2K - 2650x1440 and is horrible at 4K 3840x2160 screen resolution. Oh, I forgot about this. So, smooth video playback waiting for Pi 6. h264 decoding support missing it's strange, as it's still a common standard. But, anyway, video playback on Raspios it's still much better, than on my Gentoo. The software-based H264 decoder on Pi 5 is better than the HW one on the PI4. It can cope with more formats and larger frames. You should get smooth playback up to 1080p60 at least (4kp30 possible I believe) when using VLC or Kodi.
