Get an Oxpho cold blue from Amazon and blue it yourself. The rust can be removed with some WD40 and a soft cloth. Any gunsmith will charge a bomb even if he isn't the best. The only gunsmith I know of who is considered very good is Bobby Siddhu at Peerless Firearms at Patiala but he is expensive. But if you want it restored to mint condition he would be a good bet. Can you get your hands on some silicon oil? Pour a drop or so over the O-ring. If the seal hasn't torn it will become flexible and swell into the gap if it has shrunk. You can go to any well established Gun shop , most of them either have their own Gunsmith or call a visiting freelance Gunsmith based on work received. You can Google some contacts and call them up before visit. I'm sure most of them will be able to service the precihole as it's a very easy job.
