the best idea is to just terminate the Red Line at JFK/UMASS and have the CR take over the current ROW. Amtrak wishes to build a fiber optic network on ROW it owns. I guess the UP would be perfectly fine with Amtrak tearing up their ROW while they are at it. Railroads often allow utilities, electric, telecommunications and pipelines, to locate infrastructure on their rights of way at negotiated upfront and periodic payments therfor. Given the dumpster fire that Siemens equipment is lately and the long string of California Sumitomo gallery cars going into storage from Caltrains electrification, now would be a good time to pick up those cars, rebuild and put long-distance appropriate seats in them (similar to CNW's Peninsula 400, this is possible and been done), and deploy them soon. There are something like 100+ of these gallery cars idle now. Caltrain is planning on starting to use the Stadler trainsets this fall, so surprised to hear they are idling equipment not yet replaced. I think Virginia shows the way forward, and this ain't it. Build a strong corridor, build lateral lines from it. Strengthen those into corridors, repeat. The Cardinal is not a backbone to attach arms and legs to. The Cardinal is barely anything. If building the Cardinal corridor itself in Indiana is out of reach for now, then Amtrak should focus elsewhere. ... Thinking about Louisville now is a recipe for failure.
