I click add component, click new script, name my new script, and it doesn’t create a script line so I can double click it to take me to visual studio. Any ideas as to why?

I am working on a VR experience in Unity and I am following a tutorial. For this I need to add the component XR controller (action based), yet this isn't showing up when I try to add a component. The only ones that show up are the XR controller recorder and the XR screen space controller. Is this maybe because I don't have a VR-headset connected yet or does anyone know why this is at all?

Over the past few months, I have been working on this game that is trying to bring aspects of the looter-shooter genre (think Destiny/Warframe) over to the mobile platforms.
I actually used to play these games A LOT, I loved them. But, these games just don't hit like they used to. And I'm really frustrated with where some these studios are taking their games. I really do believe that a mainstream game like this for mobile can really be a memorable experience for mobile gamers around the world. Which is why I decided to set out on this journey in the first place.

I couldn't find anything online that directly addresses this topic so I'm farming this question out to you guys. Feel free to just point me to youtube videos / online articles if the content does exist, I may have just missed it.
Basically, from my main screen scene, I have optons of loading 2 scenes. Thise two scenes have large amounts of overlap. There's a handful of game objects, ui / canvas elements and a game logic script tied to the canvas that are unique.
