The deciding factor for me is how much homebrew mechanics you want to introduce. Foundry is absolutely fantastic, but I was not able to change/introduce as much as I wanted so I ultimately had to let it go. If you want to customize things, you need to know Javascript. Like, really know it. I fiddled around a bit but I'm not nearly skilled enough to add in the stuff I wanted. There is "The Corrupt Kingdom of Bretonnia", an excellent fan sourcebook for the first-edition WFRP. As it was published in early days of the Internet era, it was released in increments, so you need to download a bunch of small PDF files. I know.
