Because it's been available since Day 1 of Apex yet somehow we're arrived to this meta only after 5+ years of Apex.
Thinking back to all the different comp metas, like Wraith, Path, Wattson or Gibby & Valkyrie... how weak do they seem now? The "smoke with Banga and pop the Hound ulti" combo was available all that time, but it was deemed too basic, I guess. Yet here we are in 2024 and the game plan in all the fights is "smoke + BH ulti".
