Before, it made much more sense that they were rare as there were only a handful of heirlooms in the game and had a sort of "exclusivity" to them. But now, we have a ton of heirlooms, even recolors of the same heirloom, mythic skins, and now the whole katar thing. All of these cosmetic options, and a less than 1% chance to even get ONE of any of these things.
