I live in a cold climate and I'm trying to correct for ice dams. I have finished, heated attic space for a second floor (I've been told this is called a story-and-a-half). The problem is the ceiling on that floor is attached to the underside of the rafters, which are 2x4's. So the cavity between them and the exterior of the roof is only 3 1/2 inches, not enough space for the 18 inches of insulation recommended for my climate zone. I spoke with a framing carpenter yesterday who told me that under standing seam steel roofing one must use rubber membrane (aorund here they call it bitathane) rather than roofing felt, as roofing felt would deteriorate without the ventilation that he claimed asphalt shingles give. Hello, I was applying some moss cleaner and noticed one of my vents was warping. I then realized the bottom two holes of all five stem vents over the entire didn't have any fasteners. Should I use some sort of fastener with a rubber gasket to fasten the bottoms? Do I need to use some sort of rubberized flashing cement to ensure the hole is water tight? Is it not recommended to lay down an extra layer of EPDM rubber roofing over my new EPDM flat roof?

I'm planning to lay down interlocking deck tiles that have a plastic backing on my new rubber roof. The deck tile manufacturer suggests laying down a second sheet of EPDM to protect the roof, which I think is pretty common to do under 2x4 stringers when building a floating deck. But this will cover 100% of the roof and will undoubtedly trap water in between the layers permanently since it won't be sealed on any edges.
