Of course this already exists - We have all heard about rubber bullets being used for crowd control and I once owned some 38 caliber plastic bullets which I imagines were made for target shooting and have seen shotgun shells that fire a usually non-lethal projectile that still has stopping power. I had a Gamo .177 many years ago when they were just hitting the market. It was accurate for what I was doing at ten yards.
