Moisturizer for dehydrated, sensitive, acne prone skin? [Routine Help]

My skin is severely dehydrated after overusing salicylic acid (which my skin hated). I also have extremely sensitive skin and react to nearly all acids and fragrance. The problem is that my skin is also very acne prone in the form of clogged pores and any richer creams usually break me out for example cerave hydrating moisturizer. I now use a lotion for very dry skin called propyless with a pretty high concentration of propylene glycol in it but sometimes it feels more drying than hydrating. Currently dealing with the aftermath of a break out. Psychologically it is beating me up and emotionally draining…. I’m currently always in the mirror, looking at myself from different angles and different distances. Be honest, did I mess up my face? I struggle a lot with acne scars, small bumps and redness on my cheeks. Generally textured skin. Right now I’m trying to fix my skincare routine. My current routine is Cerave Foaming cleanser -> The Ordinary lactic acid -> Basiron 5% gel. I just got The Ordinary Niacinamide.
