I have an HP z840 workstation with dual Intel E5-2699a v4 CPUs installed, 256GB 2133 RDIMM memory. Windows 11. My understanding is that the advertised all core turbo frequencies for this chip should give all core at 3.0GHz stock. I am trying to understand why when under stress/load my highest clocked P cores are clocking down more than the others. I have an AVX2 offset and pass all the AVX tests so i decided to try SSE so that the AVX2 offset does not mask any unstable settings. What else is down-binning these so much ?
