This compound by all rules should be Anti Aromatic as it has 4n pi electrons (8) Cyclic resonance, all c sp2 hybridised , so why it is non Aromatic?

Hey everyone. I took O Chem I about a year and a half ago before I deployed overseas. I did very well in the course but it’s been a long time and I’m starting O Chem II in the summer at a new university July1-Aug1.
I’m nervous about the large gap in classes. Any advice on how to prepare for this? I Can look at old notes but I feel like it’s going to be difficult to remember. More specifically, could you list some specific topics that I should review and re learn that are crucial to O Chem II?

Why is the first reaction going to occur at the anode as opposed to the second? The anode will attract OH- or NO3-, that I understand, but I thought for the electrolysis of aqueous solutions, whichever has a electrode potential closer to 0 will be the one oxidized/reduced as it requires less energy?
