Baby ringneck with splay legs

So i have a baby ringneck that is about a month old. I need advice on how to help it, i already put hair tie between its legs but he continues to sit with its butt and not put any weight on its legs. I was then told to cut a toilet paper roll and put it around the bird as to force it to put weight on its legs but that doesnt seem to work either. Also one of his legs seems slightly twisted. Hello! I am from Bangladesh and we are facing an extreme heatwave with temperatures soaring to 41 degree Celsius and it is estimated to continue for much longer. The only time I can play with Bingo is when my spouse is not around. this usually means when she is sleeping. in the morning (she is not a morning person) and late afternoon nap. Sometimes if she is working in the kitchen I can slip in some play time. BUT. whatever time of day it is Merlin screams. this behavior is contra indicated for sleeping/napping . I saw that a local rescue in my area just obtained a huge group of parakeets that are 3 years old, my budgie is about 5 months old. Would it be safe to get another bird that is older to put with my young one or would that be asking for aggression. Should I wait until mine is older. Hi all! I have a travel cage for my CAG so that isn't what I am looking for particularly. I want a cage for hanging out in outside. Just for sunshine and socialization. He will not be unattended and I don't think that we will be outside more than 20-30 minutes. I'm wondering if let's say, a parakeet cage would be an appropriate option or a hamster cage or some such. Hi, we just rescued an 8 month old male Turk , who we were told was hand raised but once owners got him in November was never taken out of the cage or handled?. He has settled in well free flying , landing on us eating from our hand. He is afraid of fingers so I know that will just take time. PLEASE I need help with a decision. I bought a CBC (Seren) from a reputable breeder in Dallas in July of 2021. She will be 3 yrs old tomorrow. We really bonded and she was so sweet and sat on my shoulder and wanted to give me kisses. Parrots rarely bite each other, because they convey their feelings beforehand or fly off to avoid physical contact. If it feels cornered and frighten then need to bite will be from the natural instinct of self -preservation. The cage is the Parrot safe haven and any attempt to enter, add or remove items and this includes forcefully removing the bird, will most likely trigger a bite response. This has been going on for a month now. I already took him to a vet (animal clinic) a week a go and they said there was nothing wrong with him (at the time he didn't have stained red/orange feathers on his face).
