If F-1 visa holders cannot take their usual full-time, in-person classes, they will need to exit the U.S.A. and return to their home country or transfer to a school that is operating with normal in-person classes. F-1 or M-1 student visas will not be issued or permitted into the country by the U.S. Customs and Border Protection.
