Here in QLD, the letter would need to be signed by the person managing/running the property. That doesnt necessarily mean it's the person(or persons) who actually own the property, but the person running the show. If both brothers co-manage the property, then you'd likely be safest to get both to sign. If one brother runs the property, and the other is a silent partner, then it's the person managing the welfare of the property and the livestock that would be the authorised person for allowing you to shoot on the place.
