CLEVELAND (WJW) -- Scott Gardner, former police chief of East Cleveland, will not go to prison after pleading guilty to a fourth-degree felony for not paying taxes on more than $200,000 he made from owning a cigar shop. The convicted felon must pay the taxes and must now perform 600 hours of community service.
